Home Energy Solutions is a statewide energy efficiency program offered through Energize Connecticut that helps homeowners, renters, and landlords save energy, reduce utility bills, and improve comfort in their homes. An authorized technician visits your home to evaluate its energy performance, identify air leaks and other inefficiencies, and provide on-the-spot energy-saving improvements, such as air sealing, low-flow fixtures, and duct testing. Participants also receive custom recommendations and a report on additional improvements that can further enhance comfort and efficiency, along with connections to rebates, incentives, and financing options for upgrades like insulation, heat pumps, and efficient appliances.
For households that meet income requirements, Home Energy Solutions – Income Eligible (HES-IE) provides no-cost in-home assessments and services, including deeper weatherization and access to additional incentives for qualifying energy-saving measures.

Municipalities that host or run community energy campaigns may be eligible for Sustainable CT certification points under action 7.7, if all action requirements are met. If municipalities have questions about whether their specific campaign qualifies for points, they can email info@sustainablect.org.

A Home Energy Assessment looks at where energy is being wasted and recommends targeted upgrades, such as:
Air sealing and insulation to stop heat from leaking out in winter and getting in during summer
High-efficiency heat pumps that heat and cool your home using far less energy than oil, propane, or electric resistance systems
Efficient lighting and appliances that use less electricity without sacrificing comfort
Smart controls and thermostats that reduce energy use when you don’t need it

As part of Energize Connecticut’s Community Partnership Initiative, Live Green Connecticut is implementing Heat Healthy Connecticut, a community-based outreach, awareness, and education initiative in four communities. This program is designed to help residents improve home comfort while reducing energy use and lowering monthly utility bills. Through Home Energy Solutions–Income Eligible, qualifying residents can receive no-cost energy-saving services, including support related to heat pumps and other efficiency improvements that help prevent wasted energy. By combining practical home upgrades with strong community involvement, Heat Healthy Connecticut helps make homes warmer in the winter and cooler in the summer, while reducing overall energy consumption and increasing energy efficiency for households that need it most.

Work with your contractor to move forward with a heat pump installation
If your household meets certain income requirements, you may be able to get a heat pump installed at no direct cost through Connecticut’s Energize CT programs — starting with the Home Energy Solutions – Income Eligible (HES-IE) pathway.
1. Check here If You Qualify for Home Energy Solutions – Income Eligible (HES-IE) To be income-eligible, your combined gross household income must be at or below a certain level (generally at or below 60% of the area median income for your household size). If you qualify, Energize CT will provide a no-cost home energy assessment and services.
2. Apply for the HES-IE Program There are two main ways to apply:
Online: Submit your eligibility information through the Energize CT Income Verification Portal.
By Mail: Download and mail the HES-IE application (English or Spanish).
Through a Community Action Program (CAP) agency: If you already work with a CAP agency for fuel assistance, you can apply through them.
If you rent rather than own your home, you’ll need your landlord to sign a permission form so the services can be completed.
3. Get a No-Cost Home Energy Assessment Once you’re approved for HES-IE, an authorized contractor will visit your home at no cost to:
Identify how your home uses energy
Seal air leaks, improve insulation, and make other efficiency improvements
Recommend the best heat pump solutions for your home
4. Access Heat Pump Installation and Incentives After your assessment and any recommended weatherization work, you can move forward with installing a qualifying heat pump. Depending on your income eligibility and the specific incentives available, this may cover most or all of the heat pump installation costs when stacked with Energize CT rebates and other programs.
Connecticut’s incentives for heat pumps (through Energize CT) offer rebates based on system size and replacement of existing heating systems — and income-eligible households can often get deeper incentives or even full cost coverage when combined with other state or utility offerings.
