What is Heat Healthy Connecticut?
As part of Energize Connecticut’s Community Partnership Initiative, Live Green Connecticut is implementing Heat Healthy Connecticut, a community-based outreach, awareness, and education initiative in four communities. This program is designed to help residents improve home comfort while reducing energy use and lowering monthly utility bills. Through Home Energy Solutions–Income Eligible, qualifying residents can receive no-cost energy-saving services, including support related to heat pumps and other efficiency improvements that help prevent wasted energy. By combining practical home upgrades with strong community involvement, Heat Healthy Connecticut helps make homes warmer in the winter and cooler in the summer, while reducing overall energy consumption and increasing energy efficiency for households that need it most.
How Does the Program Work for Community Members?
Heat Healthy Connecticut is a community-driven initiative that begins with outreach and relationship-building across each participating town. Live Green Connecticut connects with municipalities, local businesses, community organizations, and residents to identify partners, build support, and encourage participation. This includes meeting with community leaders, gathering commitments from municipalities, and hosting in-person informational events to share resources and answer questions.
Once community connections are established, Live Green Connecticut helps link residents directly to Energize Connecticut’s Home Energy Solutions service providers, who can complete services such as spot air sealing to reduce drafts and energy waste. Through this process, participants also receive information about deeper weatherization options that can further improve comfort and efficiency.
For residents who choose to move forward with additional measures, participants may also elect to work with a no-cost energy consultant. The consultant helps homeowners determine the best solutions for their home and can review contractor quotes to support informed decision-making. After needed weatherization improvements are completed, participants who are interested are then provided with options for heat pumps, helping make homes warmer in the winter, cooler in the summer, and more energy efficient year-round.
Live Green Connecticut supports each Heat Healthy Connecticut campaign by providing program organization and coordination, developing community-informed outreach materials such as flyers and letters, and creating town-specific online Heat Healthy resources. Live Green Connecticut also helps connect residents to resources that make Home Energy Solutions and heat pumps more affordable, and builds awareness through online and social media outreach to strengthen local engagement and participation.

In addition, Live Green Connecticut develops town-specific Heat Healthy online resource pages and creates community-informed outreach materials, such as letters and flyers, to ensure messaging is relevant and accessible. To further strengthen engagement, Live Green Connecticut builds connections with residents through online outreach and social media campaigns, helping raise awareness and encourage participation across the community.
Earn Credit Towards Sustainable CT Certification
Municipalities that host or run community energy campaigns may be eligible for Sustainable CT certification points under action 7.7, if all action requirements are met. What is Home Energy Solutions?
Home Energy Solutions is a statewide energy efficiency program offered through Energize Connecticut that helps homeowners, renters, and landlords save energy, reduce utility bills, and improve comfort in their homes. A certified building analyst visits your home to evaluate its energy performance, identify air leaks and other inefficiencies, and provide on-the-spot energy-saving improvements, such as installing energy efficient water fixtures. Participants also receive custom recommendations and a report on additional improvements that can further enhance comfort and efficiency, along with connections to rebates, incentives, and financing options for upgrades like air sealing, insulation, heat pumps, and efficient appliances.
For households that meet income requirements, Home Energy Solutions – Income Eligible provides no-cost home energy assessments, as well as enhanced incentives up to 100% off services, including insulation, heat pumps, and window replacements.
What is a Heat Pump?
A heat pump is an energy-efficient heating and cooling system that moves heat instead of creating it.
In the winter, it pulls heat from the outside air (even when it’s cold) and brings it inside to warm your home.
In the summer, it works like an air conditioner by pulling heat out of your home to cool it down.
Because it transfers heat rather than burning fuel, a heat pump can reduce energy use, lower utility bills, and help keep homes more comfortable year-round
Are Heat Pumps Reliable?
Heat pumps are reliable in cold weather because modern “cold-climate” heat pumps are designed to keep working efficiently even when temperatures drop well below freezing. Here’s how they do it:
1) They’re built to pull heat from cold air
Even when it feels extremely cold outside, the air still contains heat energy. Cold-climate heat pumps are engineered to extract that heat and move it indoors.
2) Advanced technology keeps them running in low temperatures
Today’s heat pumps use features like:
Variable-speed compressors that automatically adjust output based on outdoor temperature
Improved refrigerants and controls that allow better performance in freezing conditions
Smart sensors that maintain steady indoor comfort
This means they don’t just “shut off” when it gets cold—they keep operating and adjusting.
3) They provide steady, consistent heat
Heat pumps are great at maintaining comfort because they often run more continuously at a lower level, rather than cycling on and off like some older heating systems. This can help reduce temperature swings and improve comfort.
4) Backup heat options add extra security
In very cold weather, many systems include a backup, such as:
Electric resistance heat strips, or
A “dual-fuel” setup that works with an existing furnace/boiler
So even during the coldest stretches, the home can stay warm.
5) They can lower costs while staying comfortable
